Constitutional Convention of Querétaro

Carranza convened a constitutional convention in Querétaro to replace the 1857 constitution and provide his regime with legal legitimacy. He expected a moderate document ratifying his presidency and the Constitutionalist program. Instead, radical delegates — many of them young officers and labor activists radicalized by years of revolutionary war — wrested control of key committees and inserted far more radical provisions than Carranza had intended. Article 27 placed all subsoil resources (oil, minerals) under national ownership and enabled land reform. Article 123 established labor rights unprecedented in the Americas. Article 130 sharply restricted the Catholic Church. The constitution was signed on February 5, 1917.

The 1917 Constitution was the most radical constitutional document in the world at the time of its adoption. Its provisions for land reform, labor rights, and resource nationalization influenced constitutions across Latin America and the world and defined Mexico's political development for the rest of the 20th century.

U.S. Forces Occupy the Rhineland — WWI Aftermath

American troops of the Third Army crossed into Germany and occupied the Rhineland as part of the Allied occupation following Germany's armistice. It was the first time American soldiers had occupied enemy territory in Europe.

The Rhineland occupation was a key element of the Versailles peace process; its eventual end without German compliance on reparations contributed to the conditions that enabled Hitler's rise.
