Biography

A Soviet-trained petroleum engineer, José Eduardo dos Santos succeeded Neto in 1979 and led Angola through the longest and bloodiest stretch of the civil war and beyond, ruling the country for thirty-eight years. He directed the war effort against Savimbi's UNITA — through the Cuban years, the failed peace of the early 1990s, and the final oil-funded offensives — and it was under his presidency that the government finally won in 2002. He presided over a transformation of Angola into a major oil producer, but his long rule became synonymous with entrenched corruption and vast personal enrichment of his family and the ruling elite, even as most Angolans remained desperately poor. He stepped down in 2017 and died in Spain in 2022, his legacy inseparable from both the ending of Africa's longest civil war and the kleptocracy that grew out of it.

The Final War and the Death of Savimbi
