Fawzi al-Qawuqji was the Arab Liberation Army's commander — a romantic pan-Arab nationalist whose military record was more distinguished by dramatic gesture than actual victory. A Lebanese-born officer who had served in the Ottoman Army, he spent the interwar years leading armed revolts against the French in Syria and the British in Iraq. During World War II, he fled to Nazi Germany, where he collaborated with the Nazis in broadcasting anti-British propaganda to the Arab world — a fact that complicated his post-war reputation. In 1948, the Arab League sent him to command the ALA — a motley volunteer force with no air support, limited artillery, and poor logistics — against Haganah and IDF forces that were rapidly growing in capability. His operations in Galilee were consistently outmaneuvered by Israeli commanders, and Operation Hiram destroyed his force in 60 hours. He retreated to Lebanon and spent his remaining decades in exile, his pan-Arab dreams never realized.

Qawuqji had a colorful career that spanned four decades: he fought the French in Syria in 1925, led an uprising in Iraq in 1941, spent WWII in Nazi Germany (where he broadcast Arabic-language propaganda for the Nazis), and returned to Palestine in 1948. His ALA was routed in 60 hours by Operation Hiram. He spent his final years in Beirut writing his memoirs.

Jenin was one of the early Arab military successes and demonstrated that Israeli forces — still transitioning from militia to army — were not yet capable of defeating Arab conventional forces with armor. The defeat forced a reassessment of tactics and highlighted the urgency of the Czech arms deal's artillery shipments. The city remained in Arab/Jordanian hands until 1967, becoming part of the West Bank.

Hiram was one of the most operationally impressive Israeli victories of the war — 60 hours to clear an entire military district. It established Israeli control over the Galilee, which had been allocated partly to the Arab state in the partition plan. Qawuqji's ALA, already weakened by earlier defeats, ceased to be an effective military force. The battle also displaced thousands more Arab civilians from Galilee villages.
