General Philip Effiong, Biafra's Acting Head of State after Ojukwu's flight, delivered a formal surrender to General Yakubu Gowon in Lagos on January 15, 1970. Gowon announced that there would be 'no victor, no vanquished' — framing the end of the war as a reconciliation rather than a conquest. The date became known in Nigeria as 'No-Victors Day' and is still observed as a public holiday.
