Nigeria captured Owerri — by this point Biafra's de facto administrative capital — in September 1968. In a remarkable Biafran counter-offensive in April 1969, Biafran forces under General Philip Effiong recaptured the city, dealing Nigeria one of its most embarrassing defeats of the war. The recapture was celebrated across Biafra as proof that the war could still be won, though the celebration was short-lived.
