Bombs destroyed apartment buildings in Buynaksk, Moscow, and Volgodonsk in September 1999, killing more than 300 people. Russian authorities attributed the attacks to militants from the North Caucasus and secured convictions. Critics have raised unresolved allegations about state involvement, especially after the disputed Ryazan incident; available public evidence does not establish those allegations as fact. The attacks helped generate support for renewed war.
