Fiscal and strategic pressures helped produce a twelve-year truce in which Spain negotiated with the United Provinces as free lands for the duration, without finally resolving sovereignty. During the truce Amsterdam’s financial institutions, including the VOC share market and Exchange Bank, expanded rapidly.
