In the two years following Teutoburg, Tiberius led two methodical punitive expeditions across the Rhine — not to reclaim lost territory but to restore Roman credibility and prevent further Germanic incursions. He advanced no further than was safe, refusing to be drawn into the forests where Varus had perished. The campaigns were deliberately cautious: burning crops, raiding villages, and demonstrating that Rome could still project force across the Rhine, even if it could no longer hold the territory beyond. Arminius avoided pitched battle, shadowing the Roman columns but declining engagement.
