Biography

Gaius Octavius — Augustus — had rebuilt Rome from civil war into an empire of ordered magnificence. At 70, he was the most powerful man in the world and had been for forty years. The Germanic project was his vision: he wanted the Elbe as Rome's northern boundary, a tidier empire with a more defensible frontier. The campaigns of Drusus and Tiberius had seemed to confirm the vision was achievable. Teutoburg destroyed it in three days. The ancient sources describe Augustus in the months after the disaster as a broken man — wearing mourning for years, observing Varus's death anniversary by fasting and lamenting, spending whole days beating his head against the palace walls. The cry 'Varus, give me back my legions!' reportedly became a recurring utterance. Whether literally true or literary invention, it captured a real psychological wound: the man who had ended Rome's civil wars and extended its borders to their greatest reach had suffered a defeat from which the empire never recovered. Augustus's response was to order the suspension of recruitment, free slaves for military service — something Romans found deeply dishonorable — and raise emergency levies. He never restarted the German project on its original ambition. When he died in 14 AD, he advised Tiberius in his will to keep the empire within its existing frontiers.
