With elections indefinitely postponed since 2021 and two governments claiming legitimacy, the UN Support Mission in Libya set out a road map in 2025 built on three linked tracks: a workable electoral framework, unification of the country's institutions under a single government, and a broader national dialogue covering security, the economy, reconciliation, and human rights. The deadlock it was designed to break is specific — the eastern Government of National Stability and the House of Representatives want a new unified interim government to organize elections, while Dbeibah's Government of National Unity in Tripoli refuses to be replaced by one.
