Biography

America's top military officer during the opening phase of the war, Milley became one of the architects of Western military support for Ukraine. He organized the Ramstein Air Base donor coordination group that funneled billions in weapons to Kyiv, worked to assess Ukraine's military needs and build the aid packages that sustained the resistance, and provided the critical intelligence that warned in late 2021 that Russia was genuinely planning to invade — warnings that were initially skeptically received. His term ended in October 2023 after a tenure shaped almost entirely by the Ukraine war.
