Peter the Great of Russia, who had joined the Holy League in 1686, laid siege to the Ottoman fortress of Azov at the mouth of the Don River. A first attempt in 1695 had failed for lack of a fleet. Peter built one over the winter — Russia's first navy — and in 1696 the fleet blockaded Azov from the sea while the army besieged it from land. The garrison surrendered in July.
