The OPCW Fact-Finding Mission confirmed that sarin was used at Khan Shaykhun. Attribution came later from the OPCW–UN Joint Investigative Mechanism, which concluded that the Syrian Arab Republic was responsible; the Fact-Finding Mission itself did not assign responsibility.
