Biography
A founding member of Hamas who rose through its political wing in Gaza, Khalil al-Hayya became one of the most consequential figures of the war not through military command but through negotiation. As Yahya Sinwar's deputy in the Gaza politburo since 2017, he was the political counterpart to Sinwar's military vision. After Sinwar's death in October 2024 and Ismail Haniyeh's assassination in Tehran three months earlier, al-Hayya became the de facto leader of Hamas's negotiating apparatus — heading the delegation that secured the January 2025 ceasefire, the hostage exchanges, and ultimately the October 2025 twenty-point peace plan. Israel tried to kill him repeatedly: a 2007 strike killed seven family members; his son Hamza was killed in a 2008 drone strike; his eldest son Osama, his wife, and three grandchildren were killed in a 2014 airstrike; and in September 2025, he was wounded in an attack on a Hamas leadership meeting in Doha that killed another son. In all, 19 of his family members have been killed by Israel. On July 20, 2026, he was elected chairman of the Hamas political bureau, defeating Khaled Mashaal by a single vote — 35 to 34 — in an election that exposed a movement deeply divided over its political future.
