On April 21, after Belgium and other contributors sought to withdraw troops and member states declined reinforcement, the Security Council reduced UNAMIR from about 2,165 personnel to 270. General Dallaire continued protecting civilians with the force that remained. The later independent inquiry assigned responsibility across the Security Council, Secretariat, Secretary-General, mission, and wider UN membership.
