Biography

Minni Minnawi is one of the most complex figures in Sudan's long conflict — a Darfuri rebel who fought the SAF-backed Janjaweed in the 2003–08 genocide, then signed a peace deal with Khartoum, then rejoined the rebellion, then joined the Juba Peace Agreement in 2020, and by 2023 found himself allied with the SAF against the RSF — the very forces that had previously been his enemies' weapon. As governor of Darfur and commander of his armed movement, Minnawi became a key SAF partner in the defense of El Fasher, where the coalition of former adversaries stood together against the RSF's genocidal advance.

The holding of the city by a diverse coalition including former rebel groups that had previously fought the SAF demonstrated how the RSF's atrocities had united otherwise opposed factions. The battle exposed the limits of the international community's ability to protect civilian populations without direct intervention.

RSF Advance on North Darfur

Rapid Support Forces (RSF) victory

August – September 2023 · 3,000 total casualties

The North Darfur advance demonstrated the RSF's ability to conduct mobile warfare across vast distances simultaneously while holding urban centers — a logistics and command achievement that belied its origins as a militia. The advance also confirmed RSF control of the arms smuggling routes from Libya through which it received weapons and vehicles.
